TAMPA — Flights from Tampa to Havana are in the plans for three of the 12 U.S. commercial air carriers known to have applied to the Department of Transportation for routes to Cuba — JetBlue Airways, Southwest Airlines and Silver Airways. The airlines’ interest is a good sign for Tampa, aviation analysts said, but they didn’t ask for much — no service from Tampa to other cities in Cuba and a listing as only a secondary U.S. city by two of the three airlines.
